The Metropolitan Police Department (MPD) arrested a man in an unarmed carjacking offense that took place on Saturday in the 1600 block of Kenilworth Avenue, Northeast DC.
The suspect forced the victim out of their car and then fled the scene in the victim’s car, an initial statement from DC police said.
Members of the Sixth District responded to the scene after receiving a report of a possible pedestrian hit by a vehicle in the area at around 9:30 am.
Detectives from MPD’s Criminal Investigations Division determined that the victim, identified as 59-year-old Anthony Payne of Capitol Heights, was unconscious and possibly already dead when he was pulled out of the vehicle. He was pronounced dead at the scene.

Rosinski Smith, 32, of Northeast DC, was arrested and charged with unarmed carjacking.
MPD recently launched a new task force to tackle carjackings, auto thefts, and unauthorized use of vehicle offenses that have been on the rise in the District.
