Former DC Councilman Jack Evans May Face Lawsuit Over Unpaid Ethics Fines

Former DC Councilmember Jack Evans is likely to be sued by the Office of the Attorney General for an ethics fine of $20,000 he owes the city.

The amount, which was due last August, was what Evans pledged to pay under a settlement with the DC Board of Ethics and Government Accountability (BEGA). However, Evans still has not made the payment.

The former Ward 2 Councilmember reached two settlements with BEGA and owed a total of $55,000 in fines for a number of ethics violations.

The Office of Government Ethics, which operates under BEGA, concluded that the politician’s actions violated the District Code of Conduct, but allowed him to avoid a contested hearing after he agreed to the terms of a negotiated settlement.

Evans is accused of making business proposals to legal and lobbying firms through his email address tied to his DC Council post, and using his official position to make an impression in his private businesses.

As part of the settlement, Evans agreed to pay $20,000 by August 8, 2020 and complete an ethics training conducted by the Office of Government Ethics by October 8, 2019. Evans only paid $2,000. BEGA referred Evans’ case to the DC Attorney General Office (OAG), which is currently reviewing it, according to WUSA9.

Another settlement Evans reached with BEGA requires him to pay $35,000 until June 30, 2021, due to Evans’ alleged violation of the DC Code of Conduct for not disclosing his private business relationships with his clients at NSE Consulting in his dealings at the DC Council.

Evans resigned from the DC Council in January 2020 following allegations of multiple ethics violations.
