Washington, DC Metro Employee Arrested for Soliciting Minor in Knoxville

A Washington, D.C. Metro employee was arrested last week in Knoxville, Tennessee after he sought a meeting with a 15-year-old girl for sex. The girl turned out to be a police officer.

Christopher A. Riggins, 53, of Laurel, Maryland, has been charged and arrested for sexual exploitation of a minor. According to the Metro inspector general’s office, Riggins called the girl for sex from a Metro-issued electronic devise during his official business travel to Knoxville. The girl was actually an undercover investigator for Knoxville Police Department. Riggins was arrested at the arranged meeting place.

After his arrest, the Metro management placed him on administrative leave and also banned him from Metro property. He was later also terminated from his services.
